Sitelinks are links to a site's interior pages, Means Sitelinks describes the importnat pages of a website. Google will automatically made the Sitelinks of a particular website. If Google think Sitelinks are important for a website then it will automatically generated in a Search Engine Result Pages (SERP's)

No, You can not make Sitelinks, only Google will make sitelinks for your website automatically. The only thing you can do write some useful content and use proper layout and structure for your website and with this way Google may generate Sitelinks for your website.
